Belarus Alters Punishments For 97 Types Of Crimes

Who will no longer go to prison?

On February 17, Aliaksandr Lukashenka signed the law “On Amending the Codes on Criminal Liability Issues”, which amends criminal and criminal procedural legislation. This includes issues of deprivation of liberty of certain citizens, initiation of criminal proceedings for road accidents, and more.

In total, according to the law, punishments for 97 types of crimes have been revised. Of these, 65 have been supplemented with “alternative, more lenient types of punishment” (for 24 crimes, imprisonment was previously the only possible punishment), and for another 32 types, the punishments have been changed, Lukashenka's press service claims.

According to the document, women who have committed minor crimes for the first time, single men raising children under the age of 14, as well as minors and disabled people of the first group will not be sent to prison.

“However, these rules will not be applied to extremism and violent crimes,” the dictator's press service reported.

The law also provides for the initiation of criminal cases for violation of traffic rules that resulted in harm to close relatives or family members of the person responsible for the accident, only upon the application of the victims. That is, in simple terms, if the daughter of the father who was driving the car was injured in an accident, then a case will be opened against him only if the victim presses charges.

There are other innovations. “Thus, it is possible to seize funds that are the subject of the crime. This will allow for the prompt blocking of stolen amounts in accounts and ensuring their return to the victims,” the report says.

The law also establishes a mechanism for blocking mobile phone numbers, phishing sites, and other Internet resources used by fraudsters.

The document also established the following norm: a teacher and a psychologist must be present during the interrogation of teenagers and the conduct of a confrontation with their participation, as well as to verify testimony on the spot.

“In addition, the law provides for measures that allow courts to be more flexible in imposing punishment for crimes related to drug trafficking,” Lukashenka’s press service added without specifying how this “flexibility” would be realized.
