It is proposed to create a special fund for managing the country's resources.

On February 21, Kyiv received an updated version of the agreement on the use of Ukraine's natural resources from Washington. This was reported by NV, citing five sources involved in editing the document. As the publication notes, the new version turned out to be significantly tougher compared to the initial draft, which US Treasury Secretary Scott Bessent had previously brought to Kyiv.

According to the updated draft, it is proposed to create a special fund for managing Ukraine's resources, but control over it should belong entirely to the American side. Washington insists on securing 100% of the ownership of the future fund for the United States and proposes distributing contributions in a two-to-one ratio: the Ukrainian side will contribute two-thirds of the proceeds from mineral extraction, and the United States will contribute one-third, but in the form of weapons already provided. The expected size of the fund will be $500 billion. The document covers not only the extraction of mineral resources, but also gas and oil, while future revenues from port activities are not included in the deal.

The American side views the agreement exclusively as commercial and excludes discussion of security guarantees from it, writes NV. In addition, the United States does not undertake obligations to invest in the Ukrainian economy. In turn, the Ukrainian side proposes to revise the parameters of the fund and enshrine in the agreement the mandatory use of its funds exclusively for domestic investments in Ukraine.

According to the publication's sources, in the current circumstances, Ukraine will likely be forced to accept new conditions, since refusing to sign the agreement could worsen the already tense relations between Kyiv and Washington, which worsened after Volodymyr Zelensky refused to approve the first version of the document.
